Understand
Listen to the requirement, examine the context and identify the people, assets and activities exposed. Available information is cross-checked against observations and the exchanges relevant to the mission. Established facts, assumptions and points still requiring verification are distinguished before a response is proposed.

Decide
Present priorities and possible options, together with their impact on operations, the resources required and the limits to consider. Decisions remain with the client. Our role is to provide a clear basis for choosing a proportionate response and defining responsibility for implementation.

Act
Turn decisions into missions, instructions and appropriate resources. Prepare the teams involved, organise exchanges with the client and monitor execution. Information from the field is used to adjust the arrangement; lessons learned help correct difficulties and prepare subsequent operations.
